NRC licence amendment requests with licensee contacts

Every NRC licence amendment request from the last 90 days, with the licensee's licensing contact, its attorney's mailing address and the NRC project manager.

Say you sell engineering or licensing support to nuclear plants: technical-specification changes, emergency-plan rewrites, the analysis behind a licence amendment. A plant that has just asked the NRC for an amendment is a plant with a licensing team busy on exactly your kind of work. You want a quarterly list: every amendment request from the last 90 days, what each one changes, and a name and phone number at the plant.

The manual way, and what it costs

The Nuclear Regulatory Commission's page on the Federal Register
The NRC's page on the Federal Register, where the biweekly amendment notices are published.

The free route is real. Search the Federal Register for the NRC’s “Applications and Amendments to Facility Operating Licenses” notices and you get every one, each listing its amendment requests with the plant, the dates, the licensee’s attorney and the NRC project manager’s phone. For the 90 days to 2026-11-01 that was 8 notices and 51 requests. Copy each entry into a sheet and you have most of the list in an afternoon; if a quarterly list of attorneys and NRC project managers is enough, do that.

The plant’s own contact is the slow part. It is in the application’s cover letter, so for each request you take its ADAMS number from the notice, find the letter in the NRC’s ADAMS library and read to the “if you have any questions, please contact” line near the end. That is 51 more look-ups for one quarter, and the notices changed format in 2021, so older quarters read differently.

The faster way

NRC Reactor License Applications & Amendments Tracker does the same search once and hands back every row at once.

This input asks for amendment requests only (recordTypes), from notices published in the last 90 days, capped at 1,000. On 2026-11-01 it returned 51 requests in under 6 seconds, $0.26. To narrow it, add "states" for your territory or "keywords": ["emergency plan"] for one kind of change; 39 of the 51 descriptions mentioned technical specifications and 27 named a TSTF traveler.

licensee_contact_name and licensee_contact_phone close the loop: the person the plant named for questions about this request. 38 of the 51 had one, 35 with a phone and 3 with an email. description tells you what the request is about before you call, and the 51 covered 34 plants in 26 states, Constellation Energy Generation the most frequent licensee with 6. attorney_mailing_address (48 of 51) is the postal route if you would rather write.

What you’d do with it

Export the dataset as CSV and import it into your CRM, one row per request, with licensee and facility as the account and the licensee contact as the person. Save the input as a task with lastDays set to 14 and run it after each biweekly notice to add only the new requests.

Worth knowing

The licensee contact is read from the cover letter and is missing when the letter names nobody, names only its signer, or is a scanned image: 13 of these 51 had none. Phone numbers are what the letter printed, often a licensing manager’s desk line; emails are rare. Licence transfers, licence renewals and decommissioning are not in these notices and not in this list. Issued amendments (amendment_issued) carry no contacts at all.

Run it yourself: How to run NRC Reactor License Applications & Amendments Tracker walks the whole thing step by step.

Following a new plant rather than existing ones? The same actor with "recordTypes": ["new_reactor"] lists construction permit, early site permit and limited work authorization notices with the applicant’s contact and the NRC staff on the review. Prospecting newly funded companies instead? Recently Funded Companies Lookup & Leads Scraper (SEC Form D) reads SEC Form D filings with their executives.
